The City of Monticello, Arkansas has sufficient water resources available to accommodate any present and future industrial and municipal requirement. The city has a very good water supply source from the Sparta Sands Aquifer (approximately 6.7 million gallons per day). In addition Lake Monticello, containing approximately 1,500 acres of water, was built primarily as an alternative water supply

Chlorination and fluoridation are the only treatments necessary for the supplied well water. To provide this water the city maintains five elevated tanks and five wells. The tanks are strategically located around industrial areas to provide for adequate fire protection. Today, the City of Monticello supplies most of the water needs for the surrounding county area, with the exception of Yorktown water system. The city supplies water to seven water associations. The City of Monticello's average water usage is approximately 2.8 million gallons per day, which includes service to the water associations.

A very significant reduction in water usage charges is in place for all major industrial users. The rates are set with a declining scale to be of most benefit to industrial users, yet for most individuals the minimum water bill is well within the lower one-third of all rates in the state of Arkansas.

The City of Monticello operates two sewer treatment plants. Both plants are capable of expansion, however, both plants presently produce approximately a half million gallons per day of excess water without any design modifications whatsoever.

If an industry requires more than a half million gallons per day small modifications would be limited to the addition of small aeration or more sophisticated equipment for discharge. The west treatment plant discharges into the Saline River or into Ten Mile Creek, which is water quality limited by the Saline River. The City of Monticello desires that most industrial development occur on the east side of town, where larger sewer trunks transport significant amounts of wastewater. There is greater design flexibility on the east wastewater treatment plant, which includes not only aeration and pond systems, but a land application and a hydrographic control system. The city generated approximately $10,000 in revenue in its first year of hay harvest from the land application system. The collection systems have recently been upgraded and improved to supply sewer service to 98% of the incorporated area. I/I investigations have reduced large amounts of I/I which was previously discharged into the sewer, which then made further treatment necessary
